The Capital Projects division is responsible for constructing, inspecting, designing, public infrastructure and project management. This includes preparing a Five-Year Capital Improvement Program updated each year. It sets forth the public improvements to be financed and constructed using public funds. City Council and or staff select consulting firms to prepare engineering plans and specifications. Construction is typically accomplished through private contractors selected on the basis of lowest-cost bids for the work.
